Program Background

Partnerships for Infrastructure (P4I) is the Australian Government’s flagship infrastructure initiative for Southeast Asia. It partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable economic infrastructure (i.e. transport, energy, telecommunications, and utilities).

Delivered through a single cohesive team, the initiative is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young (EY), Adam Smith International (ASI), The Asia Foundation (TAF) and Ninti One. The Program’s Head Office is in Bangkok.

P4I focuses on infrastructure prioritisation and planning, policy and regulation, and procurement and project preparation (P4I does not finance the delivery of infrastructure). All services aim to address gender equality and social inclusion, and disaster risk reduction and climate change issues. P4I can respond to rapid requests, but ultimately aims to develop longer-term infrastructure engagement.

The Role

The Vietnam Energy Design Specialist will be part of a broader Energy Design team and will provide specialist contributions to support a high-level program design guiding P4I energy programming in Vietnam.

The specialist will work with other members of the design team to review existing documentation and then conduct consultations with P4I and DFAT Hanoi Office to gain an understanding of:

  • P4I’s overall objectives, structure and service delivery modalities.
  • P4I’s existing approach on Vietnam, including its Country Engagement Plan and other relevant documentation.
  • The scope and trajectory of current P4I energy engagement in Vietnam and other Australian investments. 
  • The context of Australian engagement in terms of broader development partner activity.

After these initial consultations are complete, the specialist will facilitate a workshop comprising DFAT and P4I stakeholders to agree on the main parameters for the scope of P4I’s engagement. The specialist will then undertake agreed consultations in Vietnam to inform the further development of the design. 

Selection Criteria

This position is open to Vietnamese nationals only.

  • University degree in a relevant field (International Relations and Policy). 
  • Experience with Australian Aid funded projects or international development policies and procedures 
  • Excellent analytical, presentation, writing, and oral communication skills in English and Vietnamese
  • Strong understanding of the energy sector, energy cooperation issues and political economy in Vietnam
  • Excellent liaison and coordination skills with demonstrated ability to (a) operate effectively in a complex, multi-stakeholder organisation and (b) work effectively with a wide range of external stakeholders, including senior government officials. 
  • Ability to take initiative with limited oversight.
