About P4I

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.

As the foundation of quality infrastructure, P4I also integrates gender equality, disability, and social inclusion, and disaster risk reduction and climate change considerations into all activities.

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with EY, Adam Smith International, The Asia Foundation and Ninti One. P4I has a head office in Bangkok, with other staff located around the region.

Scope of Work

P4I, through its delivery partner EY, is seeking support from a suitably qualified consultant to undertake services described within the Request for Proposal (RFP). The consultant shall have a track record in International Logistics and Dry Ports developments across Asia as minimum and a global track record would be advantageous.

The consultant will be engaged as a subcontractor to EY, on behalf of P4I, and will be required to work closely with the P4I team.

The consultant shall provide the technical engineering, environment and cost estimating support as part of EY’s preparation of feasibility study and concept design for the development of the two (2) international dry ports facilities in Luang Prabang and Oudomxay.

The duration of feasibility study and concept design is anticipated to be three months and the consultant fees (or price) for the entirety of services is not expected to be more than AUD$350,000.

The Role

The Government Partnerships Program Coordinator is responsible for providing program, operations and coordination support to the government-to-government (G2G) portfolio, under the direction of the G2G Adviser and G2G Partnerships Manager. The G2G portfolio is at the heart of the P4I delivery model and is core to delivering on the objectives of P4I.

The purpose of the G2G portfolio is to establish meaningful, long-term relationships between Southeast Asian and Australian Government officials and build a self-sustaining community of inter-government infrastructure professionals. As the workstream continues to rapidly expand, additional support is required to ensure P4I’s outcomes and ambitions of the G2G portfolio are met.

The Government Partnerships Program Coordinator will lead on the event coordination and stakeholder/attendee management. This involves streamlined and responsive G2G activity implementation and support to incoming and outgoing G2G partners to have a positive experience. The position will also support the administrative functions of the portfolio, provide ad-hoc project support, and assist with monitoring and reporting.

The position holder will support the organisation of events, study tours, social events, and diplomatic missions. Based in the head office in Bangkok, the role will work closely with the operations team, including the Senior Operations Manager and Travel and Events Coordinator, as well as the regional engagement team.

The anticipated salary is 70,000 – 100,000 THB/month or equivalent.

Responsibilities

The position holder will:

Support the G2G Adviser with the coordination and administration of activities, events, and operations of the G2G portfolio.
Liaise closely with regional stakeholders to support event coordination and attendee management.
Liaise closely with the Australian Embassy or Mission in each country as appropriate on government protocol for G2G travel, workshops and events.
Deliver logistics services, including managing bookings, flights, travel, and undertake simple procurements etc.
Support coordination of G2G activities, such as workshops, events, study tours and government missions, including scheduling meetings, liaising with regional government stakeholders, and coordinating with event and travel suppliers.
Support the administration and documentation requirements for G2G activities, including development of briefing notes, briefing packs, agendas, biographies, schedules, and other communications material required to support G2G activity implementation.
Maintain a register of G2G travel and events and produce reports to assist forward planning and program evaluation.
Coordinate with the operations team to:
- provide travel support for G2G activities where required, including booking flights, accommodation, local transport, and provision of travelling allowances
- utilise a database of preferred logistic, translation, photography, catering, and related suppliers across P4I countries to assist with implementation of events and activities in the G2G portfolio
- other government requirements for G2G team members and G2G partners when required.
Support the G2G Adviser to develop and review the policies and procedures for G2G travel and events operations, in coordination with the P4I operations team, including assisting with security risk assessments, travel request forms, and tracking staff movements.
Assist with workshops, conferences and functions as required by the program, including overseeing all facets of program-related events, from planning and coordinating with stakeholders and suppliers, ensuring compliance with relevant obligations, troubleshooting on event day, to evaluations after an event for future improvements.
As directed, undertake other administration and coordination tasks which support the G2G team to deliver in line with its objectives.

The Program Officer – Gender Equality, Disability and Social Inclusion (GEDSI) position offers the right candidate the opportunity to be part of an exciting, multidisciplinary team working on Australia’s flagship regional infrastructure program. This role will involve substantive program management and coordination support, e.g. coordinating development of activity pipelines, managing workplans, progress reporting, coordinating resource allocation, preparing briefings, contributing to knowledge pieces, etc.

Responsibilities

The position holder will be responsible for:

Activity management and coordination: Use P4I’s activity management system to support GEDSI integration and monitoring. Coordinate regularly with activity teams to ensure the GEDSI team has visibility of how GEDSI is being integrated into activities over time. Monitor and report on the progress of GEDSI team activities against the workplan
GEDSI Expert Panel coordination: Coordinate between the GEDSI team, Activity teams, Panel members, and Operations team to:
- Document requests for panel support.
- Screen for appropriate candidates from the Panel, in line with activity requirements.
- Verify Panel members’ availability and facilitate connections between Panel members and activity teams.
- Together with activity teams, develop and issue tasking notes.
- Provide P4I background documents and participate in orientation to onboard panel members.
- Track overall panel usage to ensure a balanced and strategic approach to resourcing.
Reporting: Working closely with the Performance team, document activity-level progress towards achieving GEDSI objectives, good practices of integrating GEDSI into mainstreamed activities, and other lessons learned to inform P4I’s reporting requirements. This may include reviewing six-monthly Activity Results Reports, attending Country Results Review meetings, and following up with activity teams for additional details, among others.
GEDSI Clinic tracking: Attend GEDSI Integration Clinic sessions (and other meetings as required); summarise key discussion points, recommendations, and next steps; and document session details on SharePoint for institutional memory and contribution to annual reporting requirements. Follow up and manage the workflow on action items.
Other areas of support may include:
- Providing ad hoc research, analytical support, and support to special projects.

Selection Criteria

Qualifications and professional experience in a relevant discipline (preferably in international development, economics, management, or social sciences).
Excellent knowledge of standard office software and experience with database applications strongly preferred (e.g. Sharepoint, PowerBI and PowerAutomate).
Strong English written and oral communication skills.

The Role

Vietnam has ambitious plans to put renewable energy at the centre of its future energy and climate agenda, with the recently approved Power Development Plan 8 aiming to switch about 75% of the energy mix to renewables and storage by 2050. In addition to implementing major structural reforms to develop a competitive energy market, these challenges are at the core of Vietnam’s energy transition and path to meeting its 2050 net zero target. Australia is committed to supporting Vietnam with its energy transition and proposes to deliver activities in 2023 through P4I, including in line with the Australia – Vietnam Enhanced Economic Engagement Strategy.

The Vietnam Senior Energy Program Officer will work closely with P4I’s Energy Lead based in the Bangkok program office, the Australian Embassy in Hanoi, P4I staff working for different delivery partners and DFAT to establish and maintain stakeholder relationships with relevant government entities and officials in Vietnam. Based on these relationships, the Senior Energy Program Officer will support development and implementation of P4I’s energy programming.

The role supports the Australian Government’s priority of developing sustainable, inclusive, and resilient growth in Southeast Asia through the development of quality infrastructure. This will be achieved through creating strong partnerships amongst Australian and Southeast Asian government agencies and institutions.

Responsibilities

The responsibilities of the position will include, but not be limited to:

Liaising with and supporting the management of relationships with key energy sector stakeholders, including Government of Vietnam, other partner governments (including ASEAN), regulatory bodies, utilities, development partners and others involved in the energy transition.
Providing advice to and supporting the P4I Energy Lead, other P4I team members, the Australian Embassy in Hanoi and DFAT on relevant protocols and the policy, institutional and administrative context in which P4I operates. This includes research or analytical tasks, such as political economy analysis or other research as directed.
Assisting with scoping and managing the delivery of activities in Vietnam and the region, consistent with Australia and P4I’s priorities with those partners. This could include contribution to the development of the energy program workplans, as well as ad-hoc program, support related to policy advice and institutional strengthening.
Organising and supporting visiting Australian delegations to Vietnam on key dynamics, issues, and considerations to enable successful engagement with partner governments to advance P4I’s energy programming. The P4I Deputy Energy Lead will be responsible for supporting the P4I Energy Lead in overseeing the strategy and delivery of P4I’s energy workstream across the region. Responsibilities

The position holder will:

Support the P4I Energy Lead to drive and implement P4I initiatives to build Australia's profile and cooperation on energy across Southeast Asian, and to support the region's clean energy transition.
Support the Energy Lead in co-ordinating P4I's energy portfolio across the activity lifecycle, from initial inception through to delivery, performance monitoring and evaluation, working closely with Australian embassies and, where relevant, with Australian whole-of-government partners.
Work with P4I's government-to-government team and Australian energy partners to originate and coordinate delivery of P4I energy activities to enhance engagement among Australian and Southeast Asian energy entities.

The Deputy Head of Performance and Knowledge will support the Head of Performance and Knowledge (HPK), based in Jakarta, to lead an integrated knowledge, communications, and monitoring and evaluation team.

Responsibilities

The position holder will:

Provide direction on a day-to-day basis to the Performance and Knowledge team to ensure performance, knowledge and communication activities are successfully implemented.
Provide strategic and operational support for the implementation of P4I's knowledge function and the integration of knowledge activities into the program.
Provide strategic and operational direction for the implementation of knowledge activities, such as training, capability building programs, research initiatives, international partnerships, study tours, government delegations and other knowledge-based events, conferences, and forums.
Identify and facilitate collaboration with suitable partners for the delivery of knowledge-based activities, including Australian education and research providers, NGO, private sector, and government partners (in collaboration with the Government-to-Government Adviser).
Support the HPK to ensure the Communications and Public Affairs Strategy is effectively implemented by the communications team and properly integrated within P4I's overall regional engagement and public diplomacy priorities.

The Role

The Monitoring, Evaluation and Learning (MEL) Officer will work closely with the Monitoring and Evaluation (M&E) Adviser, activity teams and program office staff to assist in the design and delivery or P4I’s Performance function and support a culture of learning and adaptation with the program.

The MEL Officer will work with activity teams to ensure that M&E is well planned, adequately resourced, and effectively delivered so that relevant and useful information is delivered and utilised in line with the overall P4I Performance Management Framework. The MEL Officer will also play a key role in collating and reporting P4I results.

Applicants with the right to work in Thailand are preferred for this position. Indonesian nationals will also be considered for remote work from Jakarta.

The anticipated salary is 80-100,000 THB/month or equivalent.

Responsibilities

The position holder will:

Liaise closely with P4I activity teams regarding the development and delivery of M&E plans, including through coordination with external specialists.
Support the assessment of P4I activity results and program outcomes through the application of fundamental monitoring and evaluation approaches.
Develop and implement surveys and analyse results in response to activity and program needs.
Coordinate data gathering and information management processes related to P4I performance, such as beneficiary reach and disaggregation, policy engagement and reflection workshops.
Analyse activity and program information related to key themes, such as gender and inclusion, disability and social inclusion, country and sector.
Manage a calendar of key events and processes related to Performance / MEL.
Support scheduled performance reporting processes and ad-hoc information requests.
Coordinate review and evaluation initiatives, depending on approaches adopted by the program.
Provide general support for the P4I Performance management functions.

Selection Criteria

Degree qualification in a relevant discipline (preferably in international development, economics, and/or public policy). A post-graduate degree would be preferred.
Five (5) or more years of experience in the design and management of MEL systems.
Strong analytical skills, including experience designing and using different types of methodologies, and conducting quantitative and qualitative data collection.
Experience in training, coaching and building the capacity of team members in monitoring and evaluation would be desirable.
Strong written and oral skills, and a track-record in delivering reports and presentations to a high standard.
Excellent computer skills. Knowledge of SharePoint, MEL software and/or statistical suites preferred.
Experience working on Australian aid funded projects or international development experience preferred.
Excellent communication and interpersonal skills in English required.
The candidate must stand ready to adapt to P4I’s multi-country, multi-sector and consortium-based approach.

The Role

P4I requires a writer to respond to a range of writing and editing assignments to promote P4I activities and priorities in Southeast Asia. The writer will be expected to write and/or edit a range of P4I communications and knowledge content across the entire P4I portfolio on a casual or part-time basis.

P4I communications is focused on promoting P4I services and expertise, showcasing Australian infrastructure examples and impact, and advocating for resilient and inclusive infrastructure in Southeast Asia.

Requests for content may be for the communication channels of P4I, DFAT and senior DFAT representatives, Australian embassies in partner countries, and government partners. Assignments will often involve liaising with technical infrastructure experts, conducting independent research, and/or translating technical and complex information into plain English.

Reporting to the Communications Advisor, the role will be utilised around 1 to 2 days per week over a 12-month period (up to 80 days in total).

Responsibilities

Write and/or edit a range of P4I communications and knowledge content, including reports, website articles, social media posts, factsheets, case studies, video scripts, human interest or impact stories, media releases, speeches and blogs or thought leadership pieces.
Adapt writing style to suit different audiences and communication channels, including P4I, DFAT, Australian embassies in region and government partners.
Liaise with P4I’s technical team and partners to inform content development and drafting, including turning complex information into plain English for a wide audience.
Conduct independent research on infrastructure topics to add contextual analysis and relevant data/statistics to content, particularly blogs.
Ensure writing is inclusive and accessible, and in alignment with the Australian Government Style Manual and P4I communications guidance.

The Role

P4I has a significant mandate to operationalise Disaster Risk Reduction and Climate Change (DRRCC) commitments throughout its work and partnerships in the region. For P4I to meet its End of Investment Outcomes in support of inclusive, sustainable, and quality infrastructure, tailored, technical credible and specific DRRCC considerations need to be integrated into every activity that we deliver.

This role will complement the core P4I DRRCC team (based in Bangkok), providing climate mitigation infrastructure specialist advice and input across the DRRCC portfolio. The role will report to the DRRCC Lead, with the average utilisation of the role 1 day per week for 12 months (up to 75 days).

The position holder will:

Review economic infrastructure activity proposals and review for high-level screening of Green House Gas (GHG) emissions profile for infrastructure projects considering both direct (including embedded) and indirect, scope 1 and 2, emissions as well as an understanding of transition risk and scope 3 exposure for the technical sector.
Provide advice on the integration of the above approaches to support infrastructure development strategies, scoping, outlining business case development, optioneering, training and knowledge sessions.
Provide advice on options for low and zero-carbon technologies as well as the policies, procedures and systems for ongoing mitigation and management.
Play a quality assurance role of outputs from across P4I workstreams in relation to climate mitigation aspects mentioned above, specifically for the telecommunications, energy and transport sectors.
Engage with country teams, sector leads and P4I partners in co-designing activities and provide technical advice on climate mitigation infrastructure best practices.
Provide high-level, sector and geographic-specific political economy analysis of the economic infrastructure sector and sensitivities that will impact the sustained implementation of climate mitigation goals and commitments.
Understand and apply the linkages and alignment to international climate and sustainable financial systems, classifications and financing mechanisms.

The role will likely include travel to the Southeast Asia region (when appropriate and in agreement with wider P4I activity teams). Anticipated travel will be 1-2 times in the 12-month period. All costs for travel including flights, accommodation and per diem will be covered by P4I.

The position holder will also:

Contribute to P4I planning and strategy development, in particular the preparation of Annual Workplans.
Ensure gender and social inclusion considerations are analysed and addressed during the development and implementation of strategies and activities.
Work with the communications team to identify and promote P4I activities through communications and public diplomacy opportunities.

Demonstrated experience applying recent global emissions guidelines and best practices for appraisal and benefits quantification.
Demonstrated experience in infrastructure design and system improvements for emissions reduction and efficiency.
Demonstrated experience in developing and applying systems, processes and tools for mainstreaming climate mitigation and emissions reduction/decarbonisation across investment portfolios (infrastructure focussed).
