About P4I

Partnerships for Infrastructure (P4I) is an Australian Government initiative partnering with Southeast Asia to drive sustainable, inclusive, and resilient growth through quality infrastructure. P4I partners with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and the Association of Southeast Asian Nations (ASEAN).

P4I works with partners to strengthen infrastructure decision-making and practice across the transport, energy, utilities and telecommunications sectors. P4I’s focus is on the early stages of the infrastructure lifecycle, including planning and prioritisation, financing strategy, and procurement.

The four main services offered by P4I are linkages with Australian government agencies and other institutions, technical and policy advice, infrastructure project advice and knowledge-sharing and learning.

As the foundation of quality infrastructure, P4I also integrates gender equality, disability, and social inclusion, and disaster risk reduction and climate change considerations into all activities.

Delivered through a single team, P4I is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young, Adam Smith International, The Asia Foundation and Ninti One.

Scope of Work

P4I invites applications from suitably experienced individuals or organisations for its DRRCC Panel in the areas of climate finance, emissions infrastructure, resilient infrastructure, resilient governance, or disaster risk reduction and disaster resilience.

The panel acts as a database of individuals and organisations with demonstrated experience delivering high-quality DRRCC technical assistance relevant to P4I’s mission. It also facilitates quick mobilisation for specific consultancy opportunities when they arise, minimising application and contracting processes.

The DRRCC Panel will be managed by P4I’s DRRCC Lead, who will pre-screen applicants, manage workflow and engagement of services, and provide quality assurance of outputs.

Responsibilities

Below are some of the key responsibilities that the DRRCC Panel members (international and national) are expected to deliver:

  • Provide advice on the application of the DRRCC framework and tools for P4I infrastructure advisory activities, including transportation, energy, digital / telecommunications and utilities (including wastewater management).
  • Provide policy advice on the integration of climate / disaster resilience, financing and governance into new and existing infrastructure activities.
  • Provide input into the DRRCC quality assurance mechanism (quarterly), including annual review of the DRRCC integration framework and tools based on Australian government policy and global best practice.
  • Provide high-level political economy analysis of sector and geographical-specific of infrastructure and climate change / disaster risk reduction.
  • Facilitate / provide DRRCC capacity support for P4I’s partners, including for government-to -government partners.
  • Develop and deliver multi-day training packages on DRRCC topics to high profile stakeholders.
  • Develop case studies and briefings on how P4I is integrating DRRCC across its infrastructure advisory services.

When applying, please include the following information:

  1. Details of individual’s name and CV of relevant works (2-pages maximum). If an organisation, please include organisation name, the names and CVs of the advisors being nominated.
  2. A brief cover letter that speaks to the individual’s CVs details (or the details of nominated advisors from an organisation), outlining how the experience, classification of Panel member (principal or senior consultant), capabilities and qualifications are relevant to the tender scope of works and P4I’s objectives (1-page maximum).
  3. Nomination of positions, roles or specialisations the individual or organisation is to be considered for, as detailed in the section of this document entitled “Application Criteria”.
  4. Names and contact details of two referees; the first from the individual or organisation’s most recent relevant consultancy, the second from a recent long-term employment. 
  5. Please provide a quotation on the provision of your services for a single 8-hour day using AUD currency exclusive and inclusive of taxes, such as Goods and Services Tax.
